An Open Letter to the Ogden City Council

This is the engineering survey done for the Central Weber Sewer Improvement District by engineers, Montgomery Watson Harza (MWH), dated October 17, 2005, which was presented to the Sewer board members at the last Sewer District meeting.

Mayor Godfrey and Councilman Safsten, who are on the board of the Sewer District, were both present at that meeting and received a copy of the Survey as board members.

I find it unconscionable of them to have not divulged this to you who are City Council members prior to your vote Tuesday evening on the Rec Center Project which you confirmed at tonight's League of Women Voters' candidates' meeting was not done.

My understanding is that you knew the Sewer District Survey was in process and that the RDA tax increment from BDO was to be used to pay for the Sewer District's upgrade.

Now the BDO tax increment has been pledged for the Rec Center Project.

The amount of the Sewer District upgrade may amount to $120,000,000 million . It must be done as the District was shut down for 12 hours recently because of overflow.

It comes across to me as a CPA that you have been deliberately misled by the failure of the administration to have given each Council member a copy of the survey before last night's vote on the Rec Center.

That begs the question, "What else has not been disclosed to you as Council members?"

Dear Dorothy,
The process that you oppose, is a common practice in all forms of governing bodies: "Only give the elected board/council enough information to persuade them to vote as you wish -- NEVER give them all the facts!"
It is the first thing administrators learn. Godfrey uses it extensively -- if he even informs the Council at all.

However....

In the Utah State Code, 10-3-1219, Council-Mayor Form--Powers and Duties of Mayor, we see:

(g)  attend all meetings of the council with the right to take part in all discussions and the responsibility to inform the council of the condition and needs of the municipality and make recommendations and freely give advice to the council, except that the mayor may not vote in council meetings;

I would think that bringing this necessary sewer upgrade to the attention of the Council would fall under this law as being one of the responsibilities of the mayor under Utah State law.

Perhaps a council member who voted in the affirmative will make a motion to reconsider, now that this new information has come to light.

It is hard for me to believe that Godfrey would hold back anything from his loyal gang on the council - Sasten, Stevenson, Burdett, Jorgensen and the somnolent one. Hell, I even think Fillies designated and animated successor is in on the secret hand shake!

That's right, Mr. LAWFUL CANDIDATE, PRISBREY!!!! Your stinking signs are everywhere....I watched my neighbor go up the street and remove a couple himself. I think that the UNLAWFUL display of a former candidate's signs says volumes about his character and goes to pattern. The x-candidate SHOULD ABSOLUTELY clean up his own mess before he runs his mouth and accuses others.

Thank you for the update, Amy. I've been doing my own independent research on this, and your comment corroborates what I've learned to date.

It's also my understanding, based on my own research, that the contemplated repairs and upgrades, consisting mainly of expansion of the main sewage-processing facility, will not even be begun until a year or more from now.

So it's not an immediately pressing problem, although we're still going to have to keep a close eye on it, as available city revenue is irrevocably pledged to other city projects.

While you may still see some Prisbrey signs out there, (it's hard when you have hundreds out there.) They were at least placed with permission and lawfully. You know for a group(few)of WCF to continually blast the Mayor for attacking critics, you people sure turn on a dime when someone who you previously support and have kind words for go against your open anti-administration views! I rememmber only weeks ago reading of your pro-Prisbrey posts daily. He's sure been thrown in fron of the train by you pessimistic, naysayers. You people are no different from the Bush haters, you have no solutions to problems, but only live to be big FAT "NO’s"!

Ogden boy, you're so full of shit I can smell ya from here. I know of several UNLAWFULLY placed signs by your fair haired boy Prisbrey. And don't forget the ones that are still out there, actually UNLAWFUL littering, now. As for hundreds of signs, bullshit! Just a glance at his Financial Sheet to the City (all the candidates have to do this and it shows the contributors and expenses) will tell it like it is--this guy had very few, 50-100 TOPS! So don't try to get us to understand the poor boy couldn't take down his signs because he had so many out there. He put them up; he should take them down. Before he goes and criticizes soemone who'se still in the race.

The guy never had a bad thing to say about anyone, until he started hanging out with you and the Mayor got to him. Now he fires on a relly stand-up guy, Doug Stephens, because he was told to. And the ONLY THING Prisbrey's got, is his lame-assed version of signs. WEAK, REAL WEAK. Especially when he's no different than any of those people. Suddenly he's all about the neocons, the Administration. He changes, OK, but he's on the other side and I'll criticize him--not because he moved over, but for what he now stands for and who he supports, which differs from my views.

So knock of the ball-baby shit, pal. This ain't our doing, it's his.

What about solutions? What are your solutions? You just sit there on some idiotic bandwagon and think you're suddenly INVOLVED? Think you're showing Ogden the way? Open a business. Put your ass on the line. Get down in the trenches and let's see more than laying back under some phoney blog name and set the example. There's more to this than associating with LOC members or supporting the Mayor, who only supports himself and Reid. Where's your stance on the $43,000 severance? The bond obligation that ties our money up for 25 years so a few people can "surf and fly?"

You people crack me up. You sit around in the safety of your apartment, side with some political force, yet do nothing of substance than to jump on us because we disagree with all that's been done to put the town in debt for 70 mil.

Easy to criticize us for lack of solutions. But look in the mirror and tell us your solutions and what you've done, hotshot.

I don't know if we've met but I would love to treat you to lunch sometime. And I don't know of any other signs I currently have out there (thought I got them all). I did get a call from a few candidates after the primary offering to pick mine up if they were able to leave one of theirs with the owners permission. I honestly don't know where any other signs are. But you’re right I did put all mine up myself and will tell you that I got permission for every one and posted them where they should be.

I don't think I have changed a bit (I did learn a lot during my campaign). I can truly say as a resident and property owner I just want what’s best for Ogden. Please feel free to email me at smpriz@yahoo.com and let me treat you to lunch and we can talk.

Prisbrey, if you didn't change, you hid your spots well at first. To us who took you at "your word" in the beginning of this campaign, you did a complete turn around, and moved over to the enemy's camp. How can you say that you want what's best for Ogden if you support the Mayor's proposal to gamble with the BDO money and pledge it to a project that reeks with "F A I L U R E?" Fat Cats is on the State's "bankruptcy watch," and Gary Nielsen has had xxx xxxxxx xxxxxxxxxxx xxxxx xxxxx xxxxxxx xxx -- xxx xx xxxxx xx xxxxxxx xxx xxxxxxxx! Does that tell you something? We're dealing with less than desirable entities on an iffy project. And our unrealistic Mayor is in bed with them! Wake up, Prisbrey! You're committing political suicide! You have no authority to pick up any of the candidate's signs. YOU ARE STEALING which is against the law and a lot more serious than placing a political sign too close to the street. A lot of the time, it isn't the candidate's fault --the homeowner moves them out closer to the street. If you're smart (which is doubtful), you'd better return the signs that you've taken. You're on thin ice!
