The House Votes to Ban Ticket Quotas

Next stop: The State Senate

We're pleased to report this morning that Representative Neil Hansen's anti-ticket quota bill (H.B. 264) cleared the House yesterday, in which connection we incorporate the lead paragraphs from this morning's Standard-Examiner story :

SALT LAKE CITY — Rep. Neil Hansen’s ticket quota bill squeaked through a vote on the House floor Monday.

Representatives voted 36-31 with five absent for House Bill 264, sponsored by Hansen, D-Ogden. The bill, which prohibits law enforcement agencies from mandating ticket quotas, now goes to the Senate for further consideration.
Although it was indeed a relatively tight vote, it wasn't quite as close as the Std-Ex reports. The state legislature's website reports the vote was actually 39-31; and Rep. Hansen informed us this morning that the latter number is correct. We won't quibble over the Std-Ex's mal-reporting of the actual vote count however. A win is a win; and the important thing now is that the bill is now headed for the Senate.

We are also informed that the bill will be sponsored in the Senate by GOP Senator Howard Stephenson. Unlike last year, we anticipate this bill will receive bipartisan support during this legislative session; and with a warhorse Republican like Sen. Stephenson carrying this legislation, we believe we can expect a far more favorable result than last year, when the 2007 version of the bill was unceremoniously killed in committee.

We once again congratulate Rep. Hansen for his heretofore success and tenacity; and we further extend our best wishes for a similar favorable result in the Senate.

We also provide a link to the Utah Senate roster, for the convenience of those readers who would like to actively lobby their own Utah state senator, to urge the prompt passage of this citizen-friendly and long overdue legislation.

When Hansen took on this bill, it was he, that said that the public was not being treated right. The fact still remains that the same people Hansen represents is the same that greiner represents and he too like Hansen should look out for the best interest of the voter and not that of his boss, who is Godfrey.

I got a good chuckle from Greenwood's comments. 25 years as a UHP officer and he's never talked with any police officer who knows about ticket quotas. Absolutely unbelievable.

Maybe Hansen should stick a copy of Ogden City's PEP sheet under Greenwood's nose.

Of course he says it's not really a state problem, but an Ogden City problem. Doesn't he understand that OGDEN CITY IS THE PROBLEM?

I wouldn't stop with just your representatives. It is easy to cut and paste and let 15-20 senators know your feelings. You may get some good respones back, never know.

I see Senator Greiner will be opposing his constituents, by opposing the Hansen bill.

Hopefully next election the Democrats will offer somebody better to oppose Greiner than Godfrey lackey, Staurt Reid.

It was appalling that the last election we had the choice between Godfrey's lackey and Godfrey's police chief.

Democrats, why not take the seat to your side? Offer a choice next time.

Of course Greiner is not interested in passing this bill. He needs it to fail so he can keep his job as Police Chief for Godfrey. Ironic, though, that Greiner was quoted in the SE as saying that the monies from citations goes into the State fund. The ironic part is that Ogden City tickets do not go to the State. They go through the Ogden Justice Court (Godfrey). Godfrey needs the Justice Court money to keep coming in so he can support all of his pet projects. Therefore Ogden PD has a "performance standard" (aka. quota). The fact that these long time officers are quoted as saying that they have never seen a quota system is simply absurd.

Maybe what we need is for Greiner to give his definition of a ticket quota...

Interesting quote from one of the articles:

"Greiner's holding of the two public jobs is controversial. The U.S. Office of the Special Counsel ruled on October 16 last year that Greiner could not be both police chief and senator. The federal Hatch Act prohibits government employees who administer federal grant money from holding elected political positions."

Since Ogden's top law enforcement officer obviously cares nothing about the law himself, it is appropriate that those that do reign the corrupt SOB in as the Senate will do when it votes for Hansen's bill.

BTW, given the above ruling, how could we get him kicked out of the Senate in disgrace? This is a job for Dorothy Littrell!

I would like to see more citizens actually asking the Police Officers if there is a quota. I have seen numerous Ogden Officers negatively affected by this. One Officer had a low score in his PEP for citations but all other scores were above average, that Officer was denied his raise until he fought it and won. Numerous others have been issued letters of caution for no other reason than low citations. One Sgt. was told he was going to get fired if his squad did not write more citations. It's odd that this all started when the Justice Court came into effect.

What these "professional" law enforcement officers are doing is LYING, and playing the semantics word game.

Rep. Hansen's bill would ban police agency policies that would require police officers to write a set number of tickets within a set time frame. That's it.

I wonder how many of these law enforcement officers have even read the proposed legislation.

Greenwood and Greiner are embarrasments to the state legislature, and need to be replaced ASAP.

Greiner can't even win the hearts of his own rank and file officers, nor his own district in Weber County. It's time to inform Davis County Republicans that Greiner is not on your side. The Democrats already know that!!!

We have no water in the following areas due to broken water lines.
Off the ticket quota subject, I just heard that the City infrastructure has suffered another melt down.

Maybe we do need quotas, the revenue generated could be used for infrastructure since Godgrey spends everything else on helping out the cronys.
