"Art is important in downtown," he said. "It brings life (to the area) and makes people feel they are in a special place."

Mural idea is a fine one. I enjoy the Pioneer Days Rodeo mural downtown whenever I see it.
I'm a little curious what is envisioned for the quarter of a million dollar public art piece though.

Curm, I believe the quarter million dollar artpiece will indeed a type of boner. Ya I know WTF. I'm not kidding either the artists are funny. They wanted Ogden to get excited.

Will the mural to be painted at the Junction show a money pit?
The Phony Pony art/advertising campaign fits right in with the rest of Pee Wee's Playhouse and fake adventure-land. The Western murals Goofy had commissioned with taxpayer cash (depicting buckaroos and broncs) were stolen right off of the Wyoming Cowboys football helmets. What kind of art is next? Montana mountain scenery painted on our abandoned buildings? How nice. There seems to be one more horses' ass than there are horses in downtown Ogden.
West Ogden residents have paid taxes for, oh, lets say, the past 75 years and still do not have curb and gutter throughout their neighborhoods. On the other hand, B.D.O. has the best curb, gutter, lighting, flowers and irrigation money can buy. Another example of "bringing life" and making people feel "they are in a special place."
